Your Windows operating system has everything it needs to enable Japanese language text input on your English keyboard. All you must do is change a few settings. The following website has a good explanation of what to do for Windows XP, Vista, and Windows 7.

As a last (or maybe even first) resort, your student can type in "roma-ji" (our alphabet). She or he should all know how to do this and their parents will be able to understand it.
